Research & writing.

My legal research includes a published review of Facebook privacy cases and a proposed postgraduate study of generative AI in Philippine legal education.

I am a Philippine-qualified lawyer with experience in university legal work, governance and law teaching. I have taught Constitutional Law, Election Law and Statutory Construction, and served as Dean at the July 2026 launch of Biliran Province State University’s Juris Doctor programme. This professional background informs my interest in regulation, privacy and the responsibilities of law schools.

Governing Generative AI in Philippine Legal Education: A Comparative Socio-Legal Study of Regulation, Equity and Institutional Capacity

Status: research proposal in development. The approach below describes planned work. Fieldwork and findings are not yet available.

My proposed study examines responsibility for generative AI use in Juris Doctor assessment. It considers the legal authority of regulators alongside the practical ability of law schools to develop and apply their own policies.

The research question

How should responsibility for governing generative AI in Philippine Juris Doctor assessment be allocated among the Legal Education Board, the Supreme Court, law schools and the legal profession, while respecting academic freedom and addressing unequal institutional capacity?

What the study would examine

Regulatory responsibility
The roles of national regulators, the judiciary, law schools and the profession in setting and implementing policies for AI use in legal education.
Academic freedom
How institutional autonomy and academic freedom relate to external oversight of teaching and assessment.
Equity & institutional capacity
Differences in resources, staff expertise and capacity, and how these could affect the design and implementation of AI policies.
The Australian comparison
Lessons that may be relevant to the Philippines, with attention to institutional differences and whether policies can be adapted to the Philippine context.

Planned approach

Doctrinal analysis
Examine the legal framework governing regulatory responsibility and legal education.
Policy review
Review institutional policies on generative AI use, teaching and assessment.
Qualitative interviews
Conduct purposive interviews at selected Philippine law schools with people responsible for implementing policies. Interviews could take place online.

The intended contribution is an account of regulatory responsibility and institutional capacity that can inform discussion of fair, practical governance for generative AI in legal education.

Facebook Privacy: A Review of Cases

My article reviews Philippine cases concerning privacy and conduct on Facebook, including Vivares v. St. Theresa’s College and Belo v. Guevarra. It examines informational privacy and professional responsibility in social media use.
